Prospecting Licence (PL)
Applications Overview
A Prospecting Licence (PL) grants the holder the exclusive right to explore for minerals within a designated area in Sabah. Successful prospecting or exploration is a prerequisite to applying for a Mining Lease (ML). The application process is coordinated by Sabah Mineral Management in collaboration with the Jabatan Tanah dan Ukur and Pejabat Hasil Bumi.

Submission of Documents to Sabah Mineral Management (SMM).

SMM conduct Due Diligence Analysis
Initial review and processing by Sabah Mineral Management (SMM) in coordination with Jabatan Tanah & Ukur (JTU), Pejabat Hasil Bumi (PHB), and Jabatan Perhutanan Sabah (JPHTN).

Eligibility to apply
Sabah Mineral Management (SMM) makes the final decision on eligibility to apply based on the recommendation and feasibility outcome of the due diligence assessment.

Approval to Submit Formal Application
Submission of Formal Application to State Agency.

Application to be Processed by State Government Agencies
Jabatan Tanah dan Ukur (JTU) & Pejabat Hasil Bumi (PHB).
